At the Forum of Regional Associations of Territorial Communities of Ukraine “The Role and Influence of Regional Associations on the Progress of Decentralization Reform and Recovery Processes in Ukraine” (venue – Rivne), there were many questions specifically for the representatives of the Lviv Agglomeration.
Roman Kizima, Executive Director of the Lviv Agglomeration Association, spoke about the peculiarities of the work of the Lviv Association as a metropolitan association, in particular in the aspect of decision-making, at the panel “Local Associations as Key Participants in Multilevel Dialogue at the Regional Level”. In the meantime, we studied the work and achievements of other associations. After all, the Forum of Regional Associations of Territorial Communities of Ukraine was about:
finding an effective model of functioning and development of regional associations of territorial communities, their interaction with government bodies and influence on the progress of reforms;
studying the experience of regional associations of local government units of Ukraine and the experience of other countries;
establishing cooperation between regional associations;
discussion and search for ways to solve urgent issues for local governments.
It was also informative to study the principles and visions of the Swedish Association of Regional and Local Authorities SALAR, the Association of “Agencies of Rivne Region”, the Regional Center for the Development of Capable Territorial Communities of Zaporizhzhia, the Association of Local Councils “Councils of Lviv Region”, the “Bukovina Community Development Agency”, the Poltava Regional Association of Local Governments, the Association of Communities of Sumy and Lviv Regions, the Association of United Communities of Khmelnytskyi Region, the “Association of Heads of United Territorial Communities of Volyn”. The experience of the Rivne OVA and the regional council will also be useful.
