The primary goal is to present the Lviv Agglomeration as a cohesive, resilient, and investment-attractive territory, serving as a key western hub for Ukraine’s recovery and European integration. As a result, we aim to attract international investment, donor funding, and cutting-edge technologies to implement joint inter-municipal infrastructure, energy, and logistics projects across our member communities.
The Lviv Agglomeration is Ukraine’s first operational agglomeration that goes beyond declaring intentions, functioning daily as an effective association of local self-government authorities. We are setting a precedent and establishing a practical model for other functional areas and metropolitan regions in Ukraine embarking on the path of integration. We have demonstrated that cooperation between a major metropolitan core and neighboring urban, settlement, and rural communities can thrive on the principles of equality, balanced interests, and a shared strategic vision—free from administrative pressure or conflicts.
Our team and member communities have proven track records in securing and managing funds from international financial institutions (IFIs), EU programs, technical assistance initiatives, and leading metropolitan networks. We speak the universal language of donors: transparency, ESG standards, and compliance. The experience of the Lviv Agglomeration serves as a roadmap for municipal cooperation reform and post-war recovery in Ukraine, demonstrating to donors the high efficiency of capital investment in joint projects.
For private investors, the Agglomeration provides full investment lifecycle support through a single-window service, combining strategic cross-border logistics with dual 1435/1520 mm track gauges, a network of shovel-ready industrial parks, and strong R&D and human capital.
A Memorandum of Understanding (MoU) regarding participation in ReBuild Ukraine 2026 was signed by Roman Kizyma, Executive Director of the Association, and Olena Kononenko, Project Lead. Under this agreement, the ReBuild Ukraine team will provide the Lviv Agglomeration with essential organizational, informational, and analytical support to accelerate funding for recovery and development.
