The Lviv Agglomeration continues to implement European standards for environmental management. Last week marked the conclusion of an intensive training series titled “Modern Solid Waste Management in Communities: European Approaches and Practical Solutions,” which brought together local self-government representatives to address the industry’s most pressing challenges.
The program’s goal went beyond simply familiarizing specialists with legislative changes; it aimed to provide concrete tools for building a modern waste management system — from proper sorting to high-tech processing.
The training followed a hybrid format, blending theoretical foundations with active discussions of practical case studies:
- April 15–16: Participants worked online, conducting a deep dive into the legal framework. Key emphasis was placed on aligning Ukrainian legislation with EU Directives and the legal aspects of establishing source-separated collection systems.
- April 17: The final in-person session took place at the “Strilnytsia” Municipal Gallery. Participants explored the development strategies of Ukrainian cities, examining how they implement waste management projects and how these models can be adopted in local communities to reduce environmental impact.
Participants and experts identified three primary focus areas for communities in the near future:
- Data Systems: Establishing monitoring systems and working with reliable environmental information.
- Sustainability: Transitioning from simple waste removal to source-separated collection strategies as a prerequisite for sustainable development.
- Cooperation: Recognizing that waste management is a field where agglomeration communities can achieve greater impact through joint projects and resource pooling.
“The art of waste management today lies in the balance between meeting strict environmental requirements and finding economically viable solutions for each individual community,” speakers noted during the concluding discussion.
What’s Next?
This workshop series is part of the Lviv Agglomeration’s systematic efforts to enhance the capacity of local self-government bodies. The training materials will be utilized by participating communities to update their local waste management plans.
We thank all community representatives for their active participation and commitment to transforming the environmental landscape of our region!

The training sessions were organized for local self-government representatives of the Lviv Agglomeration to foster a new ecological culture and implement the requirements of the Law of Ukraine “On Waste Management.”
This initiative was supported by the project “Together for Better Services: Inter-municipal Cooperation in the Lviv Agglomeration,” implemented under a Grant Agreement with the Council of Europe Office in Ukraine as part of the project “Strengthening Multi-level Governance and Local Democracy in Support of Ukraine’s Recovery.” This is implemented within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery, and Reconstruction” 2023–2026 by the Centre of Expertise for Multi-level Governance at the Congress of Local and Regional Authorities of the Council of Europe.
