The Lviv Agglomeration is consistently expanding international cooperation in the field of sustainable waste management and the localized implementation of European standards. As part of these efforts, we have gained access to the Ukrainian version of the Plastics Guide, developed under the international project BaltiPlast (Interreg Baltic Sea Region).
The BaltiPlast project aims to mitigate the environmental impact of plastic waste, enhance the quality of sorting and recycling processes, and foster sustainable behavioral patterns among residents regarding plastic consumption. This guide serves as a practical and accessible tool for municipalities, designed to:
- Clarify the principles of proper plastic waste segregation;
- Minimize sorting errors at the source;
- Elevate environmental awareness among the general public.
The Ukrainian edition of the Plastics Guide will be distributed across the municipalities of the Lviv Agglomeration, serving as a vital resource for local self-government bodies, communal enterprises, educational institutions, and civic initiatives. This ensures a unified communication strategy and supports the standardized implementation of source-separated collection practices throughout the region.
Strategic Vision and Inter-municipal Cooperation
Simultaneously, the Lviv Agglomeration is implementing the project “Together for Better Services: Inter-municipal Cooperation in the Lviv Agglomeration.” This initiative is part of the broader program “Strengthening Multi-level Governance and Local Democracy to Support Ukraine’s Recovery,” executed within the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023–2026 by the Centre of Expertise for Multi-level Governance at the Congress of Local and Regional Authorities.
A cornerstone of this project is the development of the Strategic Solid Waste Management Plan for the Lviv Agglomeration 2025–2035. This strategic document is of paramount importance for the member municipalities as it:
- Establishes a shared vision for the evolution of the waste management system within the agglomeration;
- Lays the groundwork for inter-municipal cooperation and optimized resource allocation;
- Facilitates the transition from fragmented solutions to systemic, long-term planning;
- Creates the necessary conditions for attracting foreign direct investment and international technical assistance.
A Comprehensive Approach to Sustainability
By integrating educational tools like the Plastics Guide with high-level strategic planning, the Lviv Agglomeration is adopting a holistic approach to the solid waste crisis—addressing everything from daily citizen behavior to executive municipal decision-making.
