On November 26, 2025, the General Assembly of the “Lviv Agglomeration” Association of Local Self-Governments was held in the city of Horodok. Heads and representatives of the member communities, along with the executive staff, gathered at the Horodok Historical and Local Lore Museum to discuss strategic development directions, admit new members, and define key priorities for the upcoming period.

A central item on the agenda, approved at the start of the meeting, was the expansion of the Association’s membership. Executive Director Roman Kizyma informed the attendees of the official decision by the Murovane Village Council to join the union.
Following the discussion, the community heads unanimously supported the admission of the Murovane community into the “Lviv Agglomeration” Association. This step serves as further confirmation of the Association’s openness and the shared commitment of communities toward integrated and synergistic development.


“Every expansion of the Association makes us stronger and more effective. The admission of new members is not just a matter of numbers; it is about strengthening our collective voice and expanding opportunities for implementing large-scale infrastructure, social, and economic projects. We are pleased to welcome the Murovane community into our fold,” noted Volodymyr Remeniak, Co-Chair of the Association and Head of the Horodok community.

A New Strategic Priority: Veteran Policy
A significant portion of the General Assembly was dedicated to veteran policy. This issue has become of paramount importance in the context of the full-scale war and post-war recovery.
Myroslav Kosheliuk, a Council of Europe consultant, presented the results of a preliminary analysis of veteran policy implementation within the communities. This study was conducted with the facilitation and support of the Council of Europe project “Strengthening Multi-level Governance and Local Democracy in Support of Ukraine’s Recovery,” implemented under the Council of Europe Action Plan for Ukraine “Resilience, Recovery, and Reconstruction” 2023–2026 by the Centre of Expertise for Multi-level Governance at the Congress of Local and Regional Authorities of the Council of Europe.
The research outlines the urgent needs of defenders and their families while analyzing available resources and best practices for support. The community heads actively discussed the presented data and agreed to commence work on a unified veteran policy for the Lviv Agglomeration.


Participants also had the opportunity to discuss inter-municipal cooperation, shared infrastructure challenges, ongoing projects, and the exchange of expertise. The General Assembly once again demonstrated the readiness of the Lviv Agglomeration communities for joint action, unity, and the search for systemic solutions for the sustainable development of the region.
