The II International Forum of Agglomerations of Ukraine took place in Lviv on October 24, 2025, uniting representatives of the parliament, government, local self-government, international partners, and the Council of Europe. The Forum served as a platform for dialogue on the development of functional territories, European approaches to spatial planning, and the formation of a new model of state regional policy.
The event culminated in the adoption of the Forum Resolution, which defines a shared vision for the future of metropolitan governance in Ukraine.
“The development of agglomerations is the path to sustainable recovery, economic growth, and Ukraine’s European integration. Only the joint work of communities, the state, and international partners can ensure the balanced development of territories,” the Resolution states.
Key Provisions of the Resolution:
The document emphasizes that metropolitan areas, agglomerations, and functional territories must become the key instruments for Ukraine’s post-war development.

Forum participants called upon the central government to:
- Prioritize the support for the development of agglomerations and other functional territories in the new State Regional Development Strategy until 2034.
- Introduce the financial mechanism of Integrated Territorial Investments (ITI)—as a tool for the comprehensive financing of interconnected communities.
- Create a legal framework for the functioning of agglomerations, including mechanisms for delegating powers, defining joint competencies, and guaranteeing citizen participation in decision-making.
- Implement a pilot project of state support for the Lviv Agglomeration—as a model for innovative inter-municipal development.
The forum participants confirmed their readiness to establish a permanent network of Ukrainian metropolitan areas, agglomerations, and functional territories for joint planning, experience exchange, and international cooperation.
The Resolution is open for accession by all communities, institutions, and partners who share the principles of partnership, sustainable development, and democratic governance.
